Welcome To CUUL

The purpose of the Consortium is to facilitate effective and efficient collaboration and resource sharing among university and institutional libraries in Uganda in order to strengthen the library services provided to the students, staff and other patronage of the institutions.


To bring together Ugandan academic and research libraries to help strengthen their effectiveness.


To inspire and enable Uganda's libraries to provide world class access to vital research information.

CUUL is a registered non-profit organisation established to plan and manage projects and activities collaboratively, which provides the member library communities with efficient and effective access to library and information resources.

To strengthen CUUL's capacity to deliver services to members


  •  Assess and improve ICT capability; reviewing and developing our onine resources.
  • Review and strengthen CUUL's leadership structure; establish a full time secretariat.
  •  Increase and diversify income by improving CUUL's marketing capacity
  • Strengthen M&E of consortia activities

To build the capacity and effectiveness of CUUL's membership


  • Identify and met priority capacity development needs of members
  • Enhances access to quality information for learning, teaching and research; developing resource sharing procedures
  • Improve research generation and publication of CUUL's members

To advocate for the vital role of libraries in education, research and innovation in Uganda.


  • Develop and deliveron advocacy sub strategy
  • Strengthen leadership and membership capability related to advocacy
  • Build new and strengthen exixting partnerships across a range of sectors, so that CUUL can play a vital bridging role in the knowledge economy

These are the main activities that are carried out at CUUL.


  • Licensing negotiation, joint payments and access to E-resources
  • Cooperative e-resources selection
  • Skills and knowledge development through training & continuing education
  • Encourage resources sharing
  • Promote exchange of information & expertise
  • Capacity building through workshop training and institutional visits
  • Marketing and recruitment
  • Advocacy to government
  • ICT surveys to enhance improving ICT application
  • Creating and strengthening partnership

The consortium's current focus hinges on the following:


  • Taking greater responsibility for the provision and management of e-resources.
  • Developing strong responsive management structures.
  • Developing strong membership and financial base.
  • Communicating the value of the consortium and influencing key decisions makers.
  • Supporting the development of member/constituent institutions, and their staff.
  • To provide library clients with the benefits of activities which are designed to provide fast and efficient access to the universities library/information resources
  • Members are able to purchase online scholarly databases collectively through the consortium at a much cheaper price as compared to subscribing individually.
  • Publishers of scientific and scholarly information are actively encouraging and cooperating enthusiastically with libraries that gather together in consortia to obtain cost-effective bulk pricing agreements for the purchase of on-line versions of existing journals and other databases.
  • To participate in the planning, organisation and management of cooperative activities.
  • To demonstrate to the university and institutional authorities and to the public that the librarians and libraries of universities and institutions can provide a leadership role in building an information network which contributes to the long-term academic and professional goals of the communities they serve.
  • Make an impact; CUUL membership provides a way to extend the reach of your organisation’s impact. Members increase their institution’s visibility and build connections by sharing the results of research and study, serving on a multi-institutional committee, or hosting a CUUL event. Members have the opportunity to contribute to future CUUL publications and to help determine the future direction of this consortium.
  • Collaborate at conferences, workshops and events, and also soon through an online member mailing list. CUUL members keep in touch and work together. Members share knowledge and advice, form lasting partnerships, and seek new ways to collaborate both in person and at a distance. The CUUL forges alliances with leaders in industry as well as education to provide its membership with a broad network of expertise from which to draw.
  • Active membership in CUUL denotes significant involvement in a respected professional community.


EIFL SPIDER II Project workshop

The CUUL/EIFL SPIDER II Project involving six participating institutions in Uganda is , additionally for one event, including eight other CUUL institutions: Bugema University, Nkumba University, Ndejje University, Kampala International University, Mountain of the Moon University and Muni University under the theme " Open Access Policy Development in Kenya, Uganda and Tanzania to make more digital content available".

EIFL SPIDER II Project Activity

Open approaches to scholarly communication are changing the way research and learning are done and there are profound implications for universities and research institutions.

New Executive Committee

CUUL Annual Genreal meeting took place on 1 and 2nd Feb 2018 at Makerere University Business School.Subsequently a new executive committee was elected.
